TENNESSEE VALLEY AUTHORITY ,

CH ATTANOOGA. TENNESSEE 374ot 400 Chestnut Street Tower II April 28, 1983 TVA BFNP TS 176 SUPPLEMENT 5 Mr. Harold R. Denton, Director Office of Nuclear Reactor Regulation U.S. Nuclear Regulatory Commission Washington, D.C. 20555

Dear Mr. Denton:

In the Matter of the ) Docket Nos. 50-259 Tennessee Valley Authority ) 50-260 50-296 In accordance with the provisions of 10 CFR Parts 50 59 and 50 90, we are enclosing 40 copies of a requested amendment to licenses DPR-33, DPR-52, and DPR-68 to change the technical specifications of Browns Ferry Nuclear Plant units 1, 2, and 3 (enclosure 1).. The enclosed specifications change the stated isolation logic for the group 7 isolation valves to reflect the actual logic. Additional explanation and justification for these changes are enclosed (enclosure 2).

The enclosed specifications are administrative in nature and accordingly they are being submitted as a supplement to a pending request for technical specification change also administrative. TVA BFNP TS 176 was submitted September 14, 1982 with Supplements 1, 2, 3, and 4 submitted November 5,1982, December 17, 1982, February 1,1983, and April 7,1983, respectively.

Inclusion of this additional change with an existing request avoids TVA having another request pending on the Browns Ferry docket and we believe is the best method for submittal. Because this change is administrative in nature, we believe little staff review will be required.

I In accordance with the requirements of 10 CFR 170.22, Class II and Class I l fees totaling $2,000 were forwarded with license amendment request TVA BFNP TS l

176. Because the proposed specification revisions are only a minor addition to TS 176, we do not believe additional review fees are appropriate.

l Therefore, no fees will be forwarded.

Very truly yours, l
