c Enclosure i sunnarizes the results of our review of!the Seabrook 1 computer printouts (Enclosure 2) provided by IE-HQ and the Regions. Of the 18.576.0 '
professional regular hours expended by IE-HQ and the regional staffs through June 23,1984,12,638 hours0.00738 days <br />0.177 hours <br />0.00105 weeks <br />2.42759e-4 months <br /> have been included for fee recovery purposes.
A total of 72,396 was expended for contracts. Of this' amount. $11,852 was included for fee recovery. The remainder was expended for Construction AppraisalTeam(CAT) inspections.
CAT inspections are considered as.non-4 routine inspections under the March 23,1978 fee schedule and thus fall outside the scope of license fee recovery.

Consistent with the requirements of 10 CFR 170.12(b), we have completed-l the cost analysis for the Seabrook 1-and Seabrook 2 OL application reviews for the period specified above. The cost through that period is $2.549,537 l

SEABROOK 1 OPERATING LICENSE REVIEW COSTS 10 CFR 170 of the Commission's regulations for license-fees was revised -
cffective June 20, 1984.
Section.170.12(b) of the revised rule provides that applications for operating license -(OL) review which have been pend-ing with the Commission for six months or longer,. the first bill for ac-cumulated review costs would be sent to -the ap)11 cant at the time the-rule becomes effective and at six-month intervals t1ereafter until the review is completed, whichever is earlier.
The first bill for OL review will in-ciude applicable professional staff review time expended through June 23, 1984, and contractual support services expended to May 31,1984.
Subsequent bills covering six-month reviews will be issued approximately ninety days after the end of each six-month period which closes in December and June of each year.
In accordance with $170.12(b), we have reviewed the costs incurred by the.
various program offices directly involved'in the processing of the Seabrook i operating license. Attached is a summary of the review costs as well as the supporting documentation from the program offices. The attachment shows that a total'of $2,549,537 was expended thmugh June 23,1984-for the OL l
