Need to discuss allocation of inspection hours for UNC and Cintichem due to changing status of each. IINC is reducing its inventory of Cat. I fuel, therefore, one inspection each quarter (30 hr/ inspection) would appear to be sufficient. CAcm's fuel is rapidly approaching the time when it is no longer self-protecting. Therefore, if it remains on site, it will require additional security inspection effort. We foresee no difficulties completing other MC 2600 inspection requirements.

4.

Regional administrative support functions are provided by the Branch Secretary and by a Branch Office Assistant (i.e., typist), who is cu Tently on maternity leave. During her absence, the Branch Secretary has assumed much of her workload, although some additional typing support has been provided by DRMA. Some typing delays have resulted, although these have been offset partially by increased inspector use of PCs to type inspection reports. The delays will continue until a full time typist to support the Branch is obtained.

5.

The interactions between Headquarters and Region I continues to be positive in most cases. The FFD accompaniments have served both parties well. Region I, however, would appreciate improvement in the advance notice for headquarters rquested route surveys and peer review meetings, in order to avoid scheduling problems.

6.

For the most part, FRS&SB has maintained a stable and knowledgeable' inspection staff. This knowledge and experience base is the principle contributor to a quality inspection program. Recent improvements have focused on increasing the amount of time that supervisors spend in the field with their inspectors, on debriefm' g with inspectors by phone before exit meetings and by taking advantage of training

oppormnities (such as the DOB Security Technology transfer) to assure that inspectors stav current with advances in their particular fields. We also view interactions with oth'er Regions (such as the recent ALARA inspeedon exchange with Region III) as both contributing to improved rwhdan safety and to br=delng of the inspectors involved.

n regards to Inspection Procedure 86750, as previously documented in a memorandum documenting the RI review of the draft procedure Procedure 86750 is inadequate with regards to depth and scope of inspection, and if used alone, will be unable to properly assist the inspector in properly evaluating a licensee's performance in this area.

8.

We will be pleased to discuss our training and qualification program during the assessment team visit.
