MASTER ACTIVITIES PLAN FOR FUEL FACILITIES, FOURTH QUARTER 1989 UPDATES Attached is our updated Master Activities Plan (MAP) for the fourth quarter of 1989 for the fuel facilities in Region III. Changes from the third quarter report were made to include followup on issues identified during the previous quarter's inspections and schedule the planned inspections for the remainder of FY90.
These changes are indicated by vertical lines in the margins. As an attachment to this report, we have included a one-page schedule for all FY90 fuel facility inspections.
This report is being sent to both divisions in view of the cual interest in sites undergoing decommissioning.
The following is a sumary of the activities performed during the fourth quarter of calendar year 1989.
Allied-Signal Inc.
On October 23-27, 1989, Region III conducted an inspection at Allied's Metropolis Works to examine the licensee's progress in correcting the 31 concerns which were previously identified during the team inspection (May 1989). During the October 1989 inspection,19 of the concerns were closed. Closing the remaining 12 issues is either dependent upon the licensee's statistical evaluation of start-up tests and/or the licensee's probabilistic safety analysis.

The safety significance of these two issues evolved prior to the g

It is apparent that the NRC/ licensee dialogue concerning these matters has proceeded without resolution. In an effort to resolve these issues, we recommend that NMSS and Region III representatives meet with the licensee during this calendar quarter.

g Cimarron Corporation, On December 1,1989, representatives from the licensee. Oak Ridge Associated Universities (ORAU) and Region III met with the NMSS staff in regard to site characterization. The licensee agreed that additional sampling was in order to adequately correlate background data with uranium and/or thorium concentration.
On December 12, 1989, the licensee submitted an amendment request to the NMSS staff describing their sampling protocol.
A survey team from ORAU completed a confiriaatory survey of the licensee's plutonium facility during the last week of October 1989. Region III visited the site on October 26, 1989, at that time ORAU informed Region III that several wall surfaces were contaminated and scheduled for recleaning by the licensee. The licensee remediated these surfaces to below NRC Guidelines for Decontamination prior to ORAU's departure on October 31, 1989. The ORAU confirmatory report is scheduled to be issued during the first quarter of 1990.
During the Region III site visit, the licensee pointed out the following additional locations which were contaminated from past uranium operations:
The soil located beneath both the aqueous and organic waste recovery processing buildings.
The area (soil) located between the outer and inner controlled fences (south of the uranium plant).
Region III approved an amendment request to authorize the licensee to remove segments of the innermost fence to facilitate the removal of contaminated soil.
The licensee is currently in the process of remediating the three locations.
In view of the near completion of decommissioning the plutonium building, Region III and HMSS decided that an extension of the license, which expired on December 31, 1989, was not necessary. This decision was discussed at the December 1, 1989 meeting with the licensee.
Combustion Engineering (CE Hematite)
The November 1989 inspection plan was to include discussing licensee plans for cleanup of onsite waste, characterization of the waste burial site, and i
cleanup of the residual contamination in the evaporation ponds. However, this was postponed until the April 1990 team inspection.
In a December 13, 1989 i
letter to the licensee, the NMSS staff requested CE to submit to the NRC within 120 days, a plan for assuring that radioactive chemicals are not migrating into the groundwater.

g On November 13-17, 1989, the Region III fuel facility inspector and a fire safety specialist (NMSS) conducted an inspection at the licensee's Hematite site. The inspectors reviewed the licensee's start-up tests using depleted uranium in the new oxide pellet line.
No violations of NRC regulations were identified.
Three concerns related to operations and seven concerns related to fire safety were identified.
The Region received the final analysis on environmental samples taken during the investigation of the unplanned release which occurred on August 28, 1989.
Sample results were mailed to the State of Missouri and to a nearby resident.
Based on the sample analysis, there was no evidence that uranium levels greater than NRC guidelines reached any areas offsite of the licensee's property.

As fuel fabrication plants they were licensed under 10 CFR 70 to use or possess enriched uranium and/or plutonium for the purpose of processing, recovery, and fuel fabrication.
Since 1977 each facility has engaged in decontamination and decommissioning program activities.
The uranium facility performs decontamination activities under a license condition.
The plutonium plant has.a decommissioning plan and the license and licensing activities for both facilities have been turned over to Region III.

The licensee has requested to bury soil onsite via 20.302, but is having difficulty meeting the requirements for site closure.
Specifically, the licensee's estimates of soil contamination continue to be uncertain. A lack of consistency in instrument calibration information is also a concern.
To this end, the licensee plans to collect 400 additional soil samples, redefine the calibration data, and continue characterizing the site.

Cimarron Corporation (K-M)

070-925 Cimarron Uranium Plant (Parent Company /Kerr McGee Corporation)
HISTORY K-M's Uranium Fuel Fabrication Plant (Cimarron Facility) located north of Oklahoma City, OK (near Crescent, OK) was licensed for the fabrication of fuel elements of nuclear reactor fuel assemblies.
In the fall of 1975, K-M decided to shutdown the Cimarron Plant and start decontamination of the facility and equipment.
By NRC letter dated May 3, 1977, K-M's license was renewed for a
' 5 year term to authorize possession only of radioactive materials for the purpose of decontaminating the facility prior to requesting termination of the license.
A subsequent 5 year renewal license was issued March 31, 1983.
Effective May 4, 1987, USNRC Region III extended the expiration date of the license to December 31, 1989.
Effective 10/26/88, an amendment to the license changed the facility name to Cimarron Corporation.
DECONTAMINATION SCHEDULE 07/12/77 - NRC amended license to possession limits of 2 kilograms contained U-235 during decommissioning operations.
04/28/78 - NRC changed possession limits to 3 kilograms contained U-235.
Uranium enriched in the U-235 isotope is limited to 5 weight percent.
06/09/81 - NRC amended the license to enable the licensee to degrade high enriched materials to below 5 weight percent U-235.
03/31/83 - NRC issued a 5 year renewal license.
Possession limits:
1200 grams of contained U-235 at 5 weight percent in U-235; 100 grams of contained U-235 at greater than 5 weight percent.
Under the renewal license (March 31,1983) License Condition No. 20 required the licensee to perform the following:

By March 31, 1987, the licensee shall (1) decontaminate the facilities and grounds to such levels so that they may'be released for unrestricted use, and (2) submit a report that identifies all facilities where radioactive materials were used and stored, or disposed on the site.

03/28/84 - NRC Region III amended the license. The name changed from Kerr McGee Nuclear Corporation to Sequoyah Fuels Corporation.
04/16/86 - NRC Region III amended the license.
Possession limits added:
6000 kilograms of thorium.
6000 grams of contained U-235 to 5 weight percent.
This amendment also permitted the licensee to initiate decontamination operations of the old burial grounds at the Cimarron Facility (10 CFR 20.304).

070-1193 HISTORY Kerr-McGee Corporation of Oklahoma City, OK through its subsidiary Cimarron Corporation is decontaminating and decommissioning the Cimarron Plutonium Plant located near Crescent, OK.
The plutonium Facility was constructed in 1969 to produce mixed uranium plutonium oxide fuel pins for various government research and testing programs for fast reactor fuel.
Production and recovery operations were terminated in 1975.
In 1979 the facility was changed from a standby mode to a decontamination and decommissioning program.
The license, scheduled to expire on March 31, 1988 was extended by Region III NRC via amendment to December 31, 1989.
Effective 10/26/88, an amendment to the license changed the facility name to Cimarron Corporation.
Effective December 1, 1989, the licensee is authorized to complete the decommissioning program without another license extension.

a.
Backfit maintenance requirements at two nuclear reactor facilities may cause a 002 production slowdown at CE Hematite.
The revitalization schedule has been slowed because of ORAU findings of contaminated soil.
Region III collected additional soil samples during the November 1989 inspection.
Startup tests for the new pellet line were also observed during the inspection.

In January 1990, the licensee's large incinerator lost cooling water and residual heat burned the rubber lining inside the unit's recirculation and scrubber systems.
This released black smoke from the site.
No radioactive release above NRC limits.

Region III (Augmented Inspection Team) submitted inspection report (November 1989) concerning findings and corrective actions performed after the unplanned release of August 28, 1989 to Missorui State Senator J. Nixon and to a nearby resident, c.

Mr. C. R. Waterman is the acting V.P. Nuclear Fuel replacing Dr. Paul L. McGill, now retired.
CE exchanged several letters with NMSS, finalizing specific requirements for criticality control in the new plutonium facility.
In additon, CE modified criticality analyses for the shipping package to affect certification of compliance for U02 and UFe shipments.
Region III, State /GA Chief attended ASLB prehearing conference and disclosed that ASLB accepted joint stipulation from State Senator Nixon and Ms. Martha Dodson, a concerned citizen and member of the Coalition for the Environment.

This is a research and development facility that formerly conducted experiments in fuel rod integrity, consolidation of fuel rods, and reactor irradiated components. The fuel was returned to respective reactor storage basins and all onsite operations have been placed in a standby mode.
Specific locations in 15 buildings are scheduled for decommissioning. DOE is responsible for financial surety. NRC will continue inspections because the licensee possesses SNM materials incident to decontamination of various locations to include the nuclear research reactor (contaminated surfaces only).
