F APPENDIX A NOTICE OF VIOLATION Philadelphia Electric Company Docket Nos. 50-277 Peach Bottom Atomic Power Station 50-278 Unit Nos. 2 & 3 License Nos. DPR-44 DPR 56 During an NRC inspection conducted from May 16 through July 2,1990, a violation of NRC requirements was identified. In accordance with the NRC Enforcement Policy (10 CFR 2, Appendix C), the particular violation is set forth below:

10 CFR 50, Appendix B, Criterion III, Design Control, requires that measures be established to assure that appropriate quality standards are specified and included in design documents and that deviations from such standards are evntrolled. Criterion VI, Document Control, requires that measures be established to control the issuance of drawings and to assure that they are used at the locafon where the prescribed activity is performed.

1 The Philadelphia Electric Company Nuclear Quality Assurance Plan (QAP), documents the licensee's Appendix B program. QAP Section MEM 2.2.3, states maintenance that may affect functioning of safety-related systems or components shall be performed in a manner to assure compliance with specified design requirements.

Section MEM 6.2 states that personnel participating in the maintenance activity shall use current drawings for performing the activity.

Design drawing E1317, Revision 54, " Wire & Cable - Notes & Details, Power, Control &

Instrumentation," establishes the acceptable cable splice configurations for use at Peach Bottom.

' Contrary to the above on June 27,1990, electrical splices performed under Maintenance Request Form 9061750 on the E3 emergency diesel generator air start solenoid valves were of a configuration not approved for Class IE applications, per E1317. In addition, copies of drawing E1317 obtained for use by the craft personnel, Revision 52, were not the most recent revision.

This is a Severity Level IV violation (Supplement I).

Pursuant to the provisions of 10 CFR 2.201, Philadelphia Electric Company is required to submit to this office within thirty days of the date of receipt of the letter that transmitted this Notice, a written statement or explanation in reply, including: (1) the corrective steps taken and the results; (2) corrective steps that will be taken to avoid further violations; and (3) the date when full compliance will be achieved. Where good cause is shown, consideration will be given to extending this response time.
