y ENCLOSURE NOTICE OF VIOLATION PECO Energy Company Docket Nos. 50-277, 50-278 Peach Bottom Atomic Power Station License Nos. DPR-44, DPR 56 EA Nos. 96 264,96-346 During an NRC inspection conducted from July 7,1996, through September 7,1996, one violation of NRC requirements was identified. In accordance with the " General Statement ' i of Policy and Procedure for NRC Enforcement Actions", NUREG 1600, the violation is listed below. l 10 CFR Part 50, Appendix B, Criterion lil, Design Control, requires, in part, design ;
control measures shall provide for verifying or checking the adequacy of design changes. Appropriate measures include design reviews, calculational methods or a
]
suitable test program. ANSI N45.2.11, to which you are committed, requires in '
Section 6.2 that where changes to previously verified designs have been made, 1 design verification shall be required for the changes, including evaluation of the )
effects of those changes on the overall design. ;
Contrary to the above, between June 1995 and July 1996, evaluation of the effects l of design changes on the overall design were not made to verify the adequacy of (
Modification P-0231. Prior to June 1996, PECO did not fully understand how the _ !
modification affected other important safety systems. As a result, the adequacy of j the design change was not understood for all the aspects of providing the i emergency diesel generators with an automatic transfer of generator governor and {
voltage regulator from the droop to the isochronous mode of operation. {
Specifically, PECO failed to evaluate the effect of the modification on RHR pump l start time, and the effect of changed RHR pump start time on the overall facility '
design. !
This violation represents a Severity Level IV problem (Supplement 1).
Pursuant to the provisions of 10 CFR 2.201, PECO Energy Company is hereby required to l submit a written statement or explanation to the U.S. Nuclear Regulatory Commission, ATTN: Document Control Desk, Washington, D.C. 20555 with a copy to the Regional Administrator, Region 1, and a copy to the NRC Resident inspector at the facility that is the subject of this Notice, within 30 days of the date of the letter transmitting this Notice

This reply should be clearly marked as a " Reply to a Notice of Violation" and should include for violation (1) the reason for the violation, or, if contested, the basis for disputing the violation, and (2) the corrective steps that have been taken and the results achieved, (3) the corrective steps that will be taken to avoid further violations,.
and (4) the date when full compliance will be achieved. If an adequate reply is not received within the time specified in this Notice, an order may be issued to show cause why the license should not be modified, suspended, or revoked, or why such other action as may be proper should not be taken. Where good cause is shown, consideration will be given to extending the response time.
