Division of Regulatory Application Office of Nuclear Regulatory Research FROM:

SUBJECT:
COMMENTS ON REVISION TO 20.403 (NOTIFICATION OF INCIDENTS)
The Division of Operational Assessment concurs in the revised draft to the proposed revision to 10 CFR 20.403 with the following comment:
On Page 8, the description for what would constitute a four-hour report and that for a 24-hour report needs to be better defined with regard to its reference to " safety systems." The current language could cause confusion on the part of licensees regarding which category an event or problems involving a safety system would be classified under.
This comment was discussed with Glen Sjoblom of HMSS who committed to a review of the wording.
