REVISION OF 10 CFR 20.403 Thank you for your July 5,1988 memo on the draft revision to 10 CFR 20.403. As Joel Lubenau recently discussed with Joseph Mate,10 CFR Part 20 is'a matter of compatibility for the 29 Agreement States. NRC provides the Agreement States an early opportunity to participate in the development.of draft changes to NRC rules relating to compatibility. In i this case, the appropriate inechanism would be to distribute the present draft change tolthe Agreement States and request their review and comments within 45 days, the period specified in the NRC Manual for this. The package sent to the States should also include the rationale, draft impact statement and any other background material that would explain the reasons for the proposed changes. We would appreciate receiving such background copies.to include in our mailing to the States. We will be pleased to forward the State comments to you at the end of the 45 day consnent period together with any GPA/SLITP comments.
