Dear Mr. Eisenhut:

The enclosure is transmitted for the Staff review of the CESSAR Final Safety Analysis Report. Transmitted in the enclosure is Combustion Engineering (C-E) input which is intended to close out the following open and confirmatory items identified in Section 1.7 and 1.8 of the CESSAR Safety Evaluation Report (SER):

1. Open item 2, Fuel Rod Pressure Limits
2. Confirmatory item 4, Cladding CQ lapse Analysis Also enclosed is a C-E response to Section 4.2 3 1 (h) of the CESSAR SER which is intended to renove the potential 20 GWd/t fuel burnup limit which the Staff was considering for a condition of CESSAR Applicant's operating license.

CESSAR FUEL PERFORMANCE ANALYSIS

1. FUEL ROD PRESSURE LIMITS (SER Section 4.2.1 (h)):

C-E maintains that no clad liftoff is the appropriate criteria for fbel rod pressure as discussed in Reference A. . However, C-E has completed a generic calculation for the CESSAR System 80 plants which verifies that C-E fbel rod internal gas pressure remains below the nominal system pressure during normal operation. The fuel rod pressure analysis used the fuel performance code FATES (CENPD-139-P-A) which has been approved by the Staff for licensing applications. The FATES code used also incorporated the burnup enhancement factor for calculationg fission gas release in accordance with NUREG-0418.

However, C-E has com-pleted a generic calculation for the CESSAR System 80 plants which verifies that C-E burnable poison rod nternal gas pressure remains below the nominal system pressure during normal operation.

2. CLADDING COLLAPSE ANALYSIS (SER Section 4.2 3 2 (b)):

C-E has completed a generic calculation for the CESSAR System 80 plants which verifies that cladding collapse will not occur during the design lifetime of C-E fbel. C-E used the generic methods described in CENPD-187-A, which the NRC has approved for licensing applications.

3 FUEL BURNUP LIMITATION (SER Section 4.2 3 1 (h):

The approved fuel performance code FATES (CENPD-139-P-A) incorporating the burnup enhancement factor for fission gas release (in accordance with NUREG-0418) has been used in the CESSAR design and safety analyses. This includes the analyses addressed in Reference B.
