212.221 For the loss of of'fpite power event, it is noted that operator (15.1.9) action is required 1g 10 minutes for decay heat removal. This (Rsp) action, as briefly described on page 15.1.9-3, is to maintain the steam relief valves (modulating atmospheric dump valves) open by continually resetting the pressure setpoint.

Our position is that operator action required prior to 30 minutes is not acceptable.
