Our position is that these closure. times must be identified as interface requirements and will be required' to be limiting conditions of operation.
212.221 For the loss of offsite power event, it'is noted that operator (15.1.9) action is required uitnin ten minutes for decay heat removal.

This action, as briefly described on1page 15.1.9-3, is to main-tain the steam relief valves (modulating atmospheric-dump valves) open by continually resetting the pressure setpoint.
Our position is that operator action required prior to 30 minutes is: not acceptable.
Analyze the event, assuming that manual action is delayed for 30 minutes.
