SUBJECT:
ALLEGATION CONCERNING NARCOTICS 1RAfflCKlHG AT CONSTRUC110N CTE On April 28, 1980 Richard Herr, RlY advised that he had received the subject allegaticn from an indiddaal who was prepared to fully identify persons whom e had scen toth using and telling narcotics at a site.
Mr. Herr rc qsc sted guic'ance cora rning this allegation.
I provided the following advice to Herr!
He should attempt to obtain a signed stalement fro:M containing as much specificity as possibic. A copy of W statement withMame deleted should be furnished the licen-see. - A similar copy should be given to the appropriate law enforcement agency with W narac deleted; however, the law enforcement agency should be advised that this is a precaution to maintain @ confidentiality, and that ye will provideg name to them if they agree to af ford g confiden-tial informant status.
In the event thatUstatement indicates that plant safety is degraded by this allyed narcotics use/ trafficking, we should continue to play an active role in this investigation to the extent necessary to ensure that any unsafe conditions are identified and corrected.
If no such safety relevance is established, no further NRC investigative effort is warranted.
The results of this activity should be documented in a merorandum rather than a report of investigation, and should not be placed in the PDR.
