SUBJECT:

EMPLOYEE IN REGARD TO QC PRACTICES AT TH AND SOUTH TEXAS PROJECTS 1 received a telephone call from a fome at 9:00 p.m..on January 13, 1979, regarding malpractice in the QC organization.

(See investigation Report No. 50-498;50-499/78-12)

-th said that when the Cadweld numbers were identified on the "as-bujlt",

ey were not sure that the numbers were in-the-proper location. Sfurther stated that the as-built drawings were filled-in after concrete w'as placed and there was no way of 1anyone checking-the validity of the Cadweld locations.

In regard to Cadweld inspection at Wolf Creek,M said one man was re-sponsibk for identifying the Cadwelds as to their location and when that.

Iran was-sick, no one paid the requirement any attention. - Consequently, 1

-when it came time to locate and identify the specific Cadwelds on the as-built drawings, they were " pencil. whipped" in, heent 'on to also allege that wher preplacement inspectors found things i

out of tolerence and wouldn't sign the pour card, the superintendent would sign the card and the placement-would proceed. Mould pinpoint this activity somewhere around the second week of October 1978 and said a re-view of the preplacement records signatures should show this.

said that the inspectors kncw that the NRC had no authority to protect them, so therefore they would not talk to the NRC inspectors /

investigators.

Walso stated that the South Texas Civil inspection checklists were stacking up and there had been no as-built drawing entries since October 1978.

The alleger stated that Mwas no longer working at the Wolf Creek Pioject.
