The NRC staff is currently reviewing at the large number of all ations concerning 15e South Texas Project which have been given various allegers.

What is the basis for the belief that the violation of a regulatory requirerent is mre likely to have been intentional or to have resulted from careless disregard cr. reckless indifference than from error or oversight? (be as specific as possible).

'Two sources have made this allegation, however, the second allegation was relayed through an intermediary.

What are the potential regulatory requO'ements that may have been violated?

It is alleged that the applicant / licensee is interfering with (10 CFR 50.7) employees rights to communicate concerns to the NRC.

If no violation is suspected, what is the specific regulatory concern?

It may discourage some of the anonpous allegers from further comunicating their. concerns to the NRC staf.

4 Why is an investigation needed for regulatory action and what is the regulatory impact of this matter, if true?

During the next phase of the NRC staff review of % allegations, it may be necessary to contact certain allegers to further clarify some of their allegations. An expeditious investigation is needed to deterv.ine the validity of this allegation.

If the allegation is substantiated, prompt corrective action may be needed'to ensure that allegers are not iraibited from further communicating their concerns directly to the NRC.
