Dear Mr. Thomas:

Combustion Engineering (C-E) prepared and submitted, via the reference letter, a report describing reactor operation with two reactor coolant pumps in diametrically opposed cold legs. The report, designated Appendix C to CESSAR-F, supports operation of a System 80 NSSS at reduced power level with two pumps.

C-E hereby withdraws Appendix C from NRC review. Partial-loop operation is not required for the issuance of a Final Design Approval for CESSAR-F.
