(U) Richter also testified before the Senate Foreign Relations Connittee (and the House Foreign Affairs Craittee) regarding his concerns about the intentions

behind the Iraqi nuclear program and weaknesses in IAEA safeguards (his prepared testimony for the Senate hearings, along with a mrorandum describing the hearings, as provided to the Coaaission as enclosure 5 to SECY-31-?99).

A r.emorandum of July 7 from Mr. Shea to the Connissioners provided some back-ground and cements on "IAEA Safeguards Issues Rrised in R. Richter's Congres-sional Testimony."
