ROMAlilA SAFEGUARDS COUtiTRY AtlALYSIS Enclosed is a copy of the draft Safeguards Country Analysis for Romarita.
!iMSS will provide the Comissioners an updated version of the Analysis following review by the State Department for accuracy and completeness.
It should be noted that, to date, we have not received comments on the four analyses previously sent to State.
This analysis provided a foundation for liMSS safeguards reviews of export i
license applications and retransfer requests for Romania.

.. ' ' 't this Safegue.rds Country Analysis is based on unclassified informa'ei tion and classified foreign intelligence information made available by the State Department (e.g., cables and memoranda).
It does not include any information from CIA or Department of Energy reports that may exist-and contain foreign intelligence information, and therefore, does not include "0RC0!1" information, which would entail further handling restric-tions, internally and require " third agency" permission for dissemination outside the NRC.
IP has reviewed and provided comments on an earlier draft of the analysis for Romania. These coments have been considered in preparing the en-closed draft.
