PAXISTAN SAFEGUARDS COUNTRY ANALYSIS Enclosed is a copy of the draft Safeguards Country Analysis for Pakistan.
NMSS will provide the Connissioners an updated version of the Safeguards Country Analysis following review by the State Department for accuracy and completeness.
It should be noted that, to date, we have not received conments on the four analyses previously sent to State.
This analysis provides a foundation, as complete and consistent as presently possible based on most of the information made available to NMSS staff.
HMSS safeguards reviews of export license applications (and retransfer re-quests) for Pakistan will be based on this analysis.
Consistent with gui-dance received, it should be noted that this Safeguards Country Analysis is based on unclassified infonnation and foreign intelligence information made available by the State Department (e.g., cables and memoranda).
It does not include any information from the CIA or Department of Energy reports containing foreign intelligence information, and therefore, does not i
include "0RCON" information, which would entail further handling restrictions internally and require " third agency" pennission for dissemination outside the NRC.
IP has reviewed and provided cocinents on an earlier draft of the analysis for'Pakis tan. These connents have been considered in preparing the enclosed i
draft.
