j Refc rence is made to the Routing and Transmittal Slip of April 6,1932 from Ms. Janice Dunn i.ee of IP unich transnitted subject docuuents for our comment and/oi concurrence, tle do not believe it is necessary to write the Couission regarding a review of i

or other, or due to loss of the inforration's sensitivity with the passage of tine or on the occurrence of a declassifir.ation event.

Section 3-107. of E.secu-tive Order 12065 permits the declassification of infonnation by the official l

uho authorized the original classification, by a successor in the same position or by a supervisory official of either.

1 It is our opinion that the proposed letter to the Department of State should 5

i be r:odified to only ask their opinion as to the foreign policy inplications of declassifying the report at this tirne.

The four questions contained in the proposed letter are questions which the original classifier of information uust address and s!.ould not be reft n ed to another agency.
