April 3; 1989 3 om W n. Bradley W. Jones,-Esq. U.S. Nuclear Regulatory Commission Mail stop 16 H3 Washington,-D.C. 20555-l Re: Contract No. NRC-34-89-347 Dear Mr. Jones As required by Section F.4 of the above contract, this l; is my letter progress report for the period between February 28,.1989, (the commencement -date of the contract) and March ll 31, 1989. During that period, I worked primarily on the-kl investigation involving the Office of Investigations.(OI) l handling'of the Ellison allegations and certain related i L matters..In that connection, among other things, I examined the' voluminous materials contained in the files of the Office of Inspector and Auditor (OIA) pertaining to this - investigation;Jconducted interviews of seven NRC officials and employees; prepared an-introduction to the investigative report; reviewed interview-reports prepared by an Office of l the General.. Counsel (OGC) attorney detailed to assist in the y k ' investigation; arranged for the issuance of a subpoena ducas L - tecum;~~and, in general, mapped out the strategy for the pursuit of the investigation and, as:necessary, consulted with persone-within the agency on matters pertaining to it. In addition, I preliminarily-examined.the files pertaining to three other OIA investigations that were transferred to me because they involved OI. Finally, I reviewed in detail an OIA report of an-investigation involving OI that had been L completed prior to February.28. Although signing that l' report, I appended a supplemental. memorandum of my own. 1 No problems or delays were encountered during the . reporting period.- The anticipated failure to obtain an L early. affirmative response to the subpoena ducas tecum may l - cause some delay in completing the investigation to which that subpoena relates. My daily log is attached. As required, it reflects the - number of hours devoted each day to work specifically in the performance of the contract and, if any, work as a member of the Atomic Safety and Licensing Appeal Panel. 9003050118 900301 PDR FOIA AIROZO90-3 PDR w me-w
