Dear Mr. Burns:
As required by Section F.4 of the above contract, this is my letter progress report for the period between August 1 and August 31, 1989.
During this period, I devoted an insignificant amount i
of time to the single remaining investigation assigned to me l
(i.e., that involving the Fortuna-Comley relationship).

This was because that investigation has regrettably continued on hold in light of the obdurate refusal of Mr.
Comley to comply with the court order enforcing the subpoena duces tecum issued to him several months ago.
It now l
appears that the subpoena matter is not likely to be soon resolved and, consequently, I am meeting with Mr. Thompson on September 6 to obtain his viewc respecting the advisability of the preparation and submission to the.
l Commission of an interim report based upon the information now in hand.
Should he conclude that such a report is i
desirable at this time, and should the Chairman concur in that belief, it will be possible to complete the report and to transmit it to the Commission by the end of September.
U Because of the high probability (approaching certainty) that the entire investigation will not be terminated by the end of the current contract period (i.e., by September 30),
l-it will be necessary to extend that period.
