is my letter progress report for the period between' April.1 and April 30, 1989.
During that period, I worked on all four of the investigations involving the Office of Investigations-(OI) j
'or which I have contractual responsibility.
In connection with the investigation involving the OI handling of the Ellison allegations and certain related' matters, I continued j
my review'of the voluminous materials contained.in the
.j investigative file; provided general'and specific guidance to the Office of the General Counsel (OGC) attorney detailed to, assist in the investigation;' consulted with OGC attorneys
. concerned with the enforcement of the-subpoena ducas tecum issued to Stephen B. Comley at my request; met with. members of the-staffs of Congressmen Gejdenson and Miller to discuss
'the release of investigative material to them; and-prepared a partial investigation report.

forwarded-to the Commission later this week.and will cover all issues' associated with the Ellison allegations other than those that cannot be resolved prior to the outcome of the subpoena matter.
With respect to two of the other three investigations, memo'pleted my review of the investigative files and sent I com randa to the Commission on April 10 and'12 that contained my recommendations respecting the disposition of

.the allegations that triggered those investigations.
The recommendations were accepted by the commission, with-the consequence that those investigations are now completed.
The remaining investigation contains many broad assertions of wrongdoing on the part of several OI officials and employees.
I am being assisted in the conduct of that investigation by an investigator who was detailed from the now Office of the Inspector General.

2 consulted daily with the investigator with. regard to strategy and have closely monitored her progress.

-As. earlier-noted, the refusal-of Mr. Comley to comply-with the subpoena ducas. tecum issued to him, and the resultant' necessity to seek judicial. enforcement, is' delaying the. completion of the investigation.to which that

That. delay.may be appreciable but is.
