INVESTIGATION - MICHELSON REPORT During the afternoon of July 6,1979, Scott Newberry was interviewed in his office in the Phillips Building by OIA Investigators David Gamble and Lawrence J. Strickler.

Newberry was advised that the parpose of the interview was to reconstruct events and levels of review regarding the analysis of Carlyle Michelson's report, " Decay Heat Removal During A Very Small Break LOCA For A B&W 205 - Fuel-Assembly PWR."

Newberry advised that until July 1,1979, when he was reassigned to a -

-- - c-r special TMI related study group, he was a Reactor Engineer with the.

Reactor Systems Branch, Division of Systems Safety, Office of Nuclear Reactor Regulation and that he had ma'intained that title and function since prior to January 1978.

Newberry said that prior to TMI he had not read, seen, or even heard of He said that while at THI, after the March 28, the "Michelson Report."

1 Newberry said that he does not know what specifically caused Israel to write the January 1978 note and confinned that there was no staff discussion of the note subsequent to its receipt by the> staff.

Newberry explained that as far as he personally knows, there is no formal process for bringing those concerns which arise during either a CP (Construction Permit) review or an OL review, to the attention of personnel responsible for operating reactors which are based on the same or similar design.
