The following responds to your request, as itemized in your letter:

ITEM 1:

Index guides from the following offices have been -

provided to you:

the Office of the Executive Legal Director, the Office of Standards Development, the Office of Nuclear Reactor Regulation, the Office of Nuclear Material Safety and Safeguards, the Office of Congressional Affairs, the Office of the General Counsel, and the Office of Inspection and Enforcement.

We were advised by the Office of Nuclear Regulatory Research, the Office of Management and Program Analysis, and the Office for the Analysis and Evaluation of Operational Data that they did not maintain any indexes.

It is our under-standing that you were to make arrangements with the l

staff of the Advisory Committee on Reactor Safeguards to review their index at their offices.

ITEM 3:

We provided you with a listing of documentation pertaining to the September 24, 1977 Davis-Besse incident, from which you requested two documents (sent to you on December 2).

In addition, we have been informed that the Project Manager for Davis-Besse 1 did not maintain a telephone log.

ITEM 4:

We provided you with NUREG-0410 and NUREG-0510, reports to Congress regarding Generic Issues and Unresolved Safety Issues part3ining to nuclear power' plants.

To supplement those documents we also sent you an excerpt from the 1978 Annual Report and referred you to a portion of the 1979 Annual Report which pertained to unresolved safety issues.

ITEM 5:

The Office of Inspect r and Auditor audits which you specifically requested were sent to you on Novemb2r 6, 1980.

ITEM 6:

The pertinent inspections performed by the Office of Inspection and Enforcement were sent to you on October 31, 1980.

ITEM 7:

Documents pertaining to the I&E Manual Chapter from 1975 through October 1,1980 were sent to you on December 8, 1980.

(4)- All documents relating or referring to any communication by the NRC to Congress regarding any unresolved safety item in plant licensing from March 1976 through March 1979.

All audits conducted by the Office of Inspection and Audits of operations, procedures and management of any office or division of the NRC from 1977 to present.

A list of all investigations performed by or for the Office of Enforcement and Audits from 19'/6 to 1979.

(7)

All documents which comprised Ch. 2500 of the NRC Manual which were in effect prior to April 1, 1980.

If you deny any portion of this request, please provide a detailed statement of the reasons for withholding each document or portion of any document together with an index or similar statement specifically describing the documents or portions of documents withheld.

See Vaughn v. Rosen, 484 F.2d 820 (D.C. Cir. 1973), cert. denied, 415, 977 (1974).

To expedite this request, I would be willing to discuss specific instances of deletion or exemption claims in advance of-a final decision by the agency.
