,v Recently, there was a meeting in th, Chairran's office to discuss various 1

aspects of the Resident Inspector Program.

One topic was the length of l

time that a new hired inspector should spend in the NRC regulatory program before being relocated as a senior resident inspector to a site.

DIA pointed 4

out that there wer.! several cases where a Regional office was planning to relocate inspectors with as little as six months of HRC regulatory experience.

The Chairnan stated that six nonths was too short a time.

I share the Chairman's concern that new inspectors acquire a thorough under-l standing of the regulatory process and the IE pmgrams of inspection, enforce-ment and investigation before relocation to the top inspector position at a I

site. Therefore. -I am re-emphasizino the reoufrement that an inspector must possess a minimum of tWo Year's experience in the NRC reculatory program _

before being relocated to a site as a senior resident inspector.

i If there is a situation in which an inspector has achieved the required level of understanding in less than the two-year standard, you may request an exception to this requirement. The request should be addressed to the Director, IE, for approval and should contain thi facts which support your conclusion that the required standard has been met.

The two year requirement applies to both construction and operations sites.
