COMMENTS ON DRAFT REPORT ON 01A'S REVIEW 0F NRC'S PLAN FOR RESEARCH TO IMPROVE THE SAFETY OF LIGHT-WATER NUCLEAR POWER PLANTS We have reviewed the subject draft report and agree substantially with its contents.

Following are our specific comments on each recommendation.

Recommendation 1.

11odify the plan to show greater emphasis on long-range applicability of the recommended projects.

Emment:

RES concurs.

This recommendation has been completed. We have modified our prcgram as reflected in our FY81 and 82 budget submission's to place greater emphasis on the long-range applicability of the recommended projects.

Recommendatfor.

2.

Accomplish the recommended projects, " Improved Methodoh,gy for Evaluating Research Topics" and " Scoping Studies," in-house to the extent possible prior to contracting them out to the private sector.

Comment:

RES concurs.

RES has in the past used in-house staff on these pro.jects and our current plan is to complete as much work as possible in-house before contracting them out. Currently these two efforts are inactive but we plan on resuming them in FY81.

Recommenda tion 3.

Seek advice and guidance from the Commission whenever there is an Executive or Congressional mandate. More specifically, Commission guidance should be sought if there are any major Congressional l

policy or direction changes for the plan.

RES concurs.-

We plan to seek Commission guidance on all Congressional or Executive mandates, however, we would expect this coordination to be done through the ED0 and.that the ED0 would' provide specific guidance on these matters.
