SUMMARY

Plant availability and capacity factors for the month were 97.1%

and 80.4% respectively.

The maximum gross generation achieved was 793 MW(e) on April 8, 1980.

During the month, power varied between 793 and 480 Mw(c). There were three reductions in power: one for rod pattern adjustment on April 4; one for surveillance testing on April 11; and one for high conductivity in the reactor due to condenser tube leaks on April 17 thru 20. The tube leaks were repaired and power was increased to approximately 650 Mw(e) . A reactor scram occurred on April 28 due to condensate forming on the generator exciter rectifiers resulting in a ground.

Following the scram, the plant was returned to power on April 29 1

The largest group was 135 from Cicero Elementary School. The largest daily attendance was 178 on April 8, 1980. The Center also provided meeting facilities for 11 groups not included above totaling 309 people.

The Energy Environment Simulator was presented to 1 group for a total of 35 people this month.

Vll. PROCUREtiENT A. A total of 419 purchase orders were processed from March 19, 1980 to April 19, 1980, amounting to $1,096,891.75.

1. Automated Records Management System (ARMS)
a. Equipment Operation The following is a tabulation of lost time for the microfilming and computer equipment:

b. Indexing Status On line indexing and coding continues on a daily basis for incoming, outgoing mail, work requests, purchase orders, ISC Surveillance Data Sheets, and retrofit of the existing plant files. As of April 30, 1980, a total of 58,033 documents have been indexed.
2. Maintenance Operating Data System (MODS) .

A total of 329 open work requests have been transferred from the ARMS data base to the MODS corrective maintenance (File #4) in preparation for use by the plant staff.

B. Reactor Engineering

1. Fuel burnup for the month was 504 MWD /ST for a total cycle exposure of 5553 MWD /ST. The reactor availability was 97.5% and the reactor capacity factor was 79.1%
2. A graph of average daily net electric output vs. day of month is submitted as Attachment C.

C. Plant Engineering

1. Nuclear plant reliability data reporting - The quarterly operating report for first quarter 1980 submitted to NY0 on April 7, 1980.

JAMES A. FITZPATRICK NUCLEAR POWER PLANT IX. SECURITY Highlights for the month of April were as follows:

A. The safeguards contingency plan was revised to reficct the additional information requested by the Nuclear Regulatory Commission. The revision (dated 4-25-80) was submitted on April 30, 1980. The Power Authority is now revising a proposal f rom Nuclear Energy Services to fulfill 10 CFR 73.40 regarding implementing procedures and training.

B. The Oswego County Sheriff Department Special Forces Team participated in a training and drill on gas mask use. The drill consisted of using smoke grenades in enclosed structures to simulate various situations. Seventeen members of the team took part in the Saturday morning exercise.

C. The First Aid Office is being staffed by a nurse on first shif t as of April 29, 1980. On May 9, the First Aid Office will be operated 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> per day throughout the outage.

D. A Nuclear Regulatory Commission Security inspection began on April 14, 1980 and continued for a 2nd week beginning on April 23, 1980.

JAMES A. FITZPATRICK NUCLEAR POWER PLANT X. TRAINING A. General Employee Training During the month of April, 173 personnel were indoctrinated in programs including radiation protection, security, safety and respiratory protection.

B. Professional Training

1. The classroom phase of STA training was completed on April 25th.
2. On-the-job training for STA's continued on a daily basis throughout the month.
3. Control Room Management Training for plant licensed operators was conducted for 24 staff members by General Electric.

C. Special Outage Training

1. Fire Watch Training was conducted for 103 contractor personnel in 7 sessions during the month.
2. Plant Indoctrination Training was administered to 9 nurses who will provide medical coverage during the -

outage.

D. Basic Nuclear Power Training Four, one-week courses in Basic BNR Technology were conducted for 60 PASNY personnel during the month.

E. Other Training Activiites

Not a reportable event.80-049 80-026 A routine process computer printout of reactor thermal limits indicated that the Minimum Critical Power Ratio (MCPR) was in excess of the Technical Specification limits.LPRM 44-37C had drifted causing the plant process computer to indica ~te a t1CPR value in excess of the Technical Specification limits.80-050 N/A A short on the cable to Standby Liquid Pump suction caused the heat trace to be de-energized. The heat traca was repaired and the temperature neasured to determine system operability. Not a reportable event.30-051 N/A There was an electrical short in the security mechanism to the West Electric Bay Door (E-272/2). Not a reportable event.80-052 N/A There was a paper fire in the Eas t Cresent area below 10-MOV-668 motor operator.

Initially, the fire was put out by craf t workers with the Fire Brigade responding.

Not a reportcble event.80-053 N/A Pipe Hanger H-46-335 did not meet interim requi rements as per ISE Bulletin 79-02.80-054 N/A According to the chart recorder, the reactor water conductivity indicated 5 umhos. Actual conductivity did not exceed technical specification limits.

A. OCCURRENCE / LICENSEE EVENT REPORTS OR NO. LER NO. DESCRIPTION 80-055 80-027 A hanger related to the HPCI System steam supply required repair. To permit repair the HPC! System was intentionally made inoperable by electrically disabling the steam supply isolation valve. This action resulted in placing the HPCI System in a degraded mode allowed by Technical Specifications.

Following repair of the pipe hanger, the HPCI system was returned to service in the standby mode approximately four hours later.

80-56 80-028 The 'B' loop of the Torus Cooling System was declared inoperable when required by Technical Specifications paragraph 3.5.B.

This was caused by a ceficiency associated with Hanger Hlo-49A. Specifically, the base plate for Hanger H:0-49A failed the flexability requirements of NRC ICE Bulletin 79-02. The system was restored to an operable status and the base plate modified. ,

80-57 N/A Pipe support BFSK-362 failed the base flexibility analysis. Not a reportable event.80-058 80-029 Level switch 23-LS-74A was found set less conservative than allowed. The switch was found set at 58.5 inches compared to a limit of equal to or greater than 59.5 inches. Occurrence Report No.80-060, concerning the same level switch operating improperly at a later date, was reported on this same LER-80-029 80-059 80-030 350 fire barrier penetration seals were found to be either missing or requiring rescaling as a result of surveillance test F-ST-76L to satisfy a technical specification requirement. The actual inspection of the more than 6000 penetrations and corrective action extended over a period of several weeks. In each case, as the need for resealing of a penetration was identified, the personnel performing the inspection acted as the fire watch required by technical specifications.

The switch was cleaned and lubricated to restore proper operation. See OR-80058, above.30-061 80-031 Drywell to torus dif ferential pressure decreased to below 1.7 psid as a result of trip of the reactor water cleanup system.

Trip of the system resulted in cooling of the drywell atmosphere.80-062 N/A Reactor Building contained high airborne radiation (below radiation moni tor set points) as a result of a packing leak on 12-M0V-18. System was tripped and valve repacked. See OR-80-061 above.80-063 N/A Reactor water level indicator 06-LI-52A was out of procedural tolerance during surveillance test. Technical specification limit was not exceeded. .

i 80-064 80-032 Release rate of halogens and particulates with half life of greater than eight days exceeded 4% of envi ronn, ental Technical Specifications paragraph 2.3.B.2 for the first quarter of 1980. The only action required is a report to NRC.80-065 80-033 Diesel fire pump was intentionally taken out of service to perform a minor modification of the cooling system closure and replacement of the radiator cap.80-066 80-034 HPCI System minimum flow valve failed to close during surveillance testing. Valve was placed in the closed position and disabled to satisfy containment isolation requirements. HPCI system remained operable.
