who have identified themselves to me as e-2es of the U. S. Nuclear Regulatory Commission (NRC). No threats, promises or duress were used against me to make this statement.

I am presently employed as the Chief Civil Engineer for the Los Angeles, Power Division of the Bechtel Power Corporation,12400 E. Imperial Highway, Norwalk, California.

In 1972 I was working for Bechtel as the Project Engineer on the Rancho Seco Nuclear Power Plant. I was involved with the design and construction of Rancho Seco from the beginning of the project in the Spring of 1967 until I was promoted to my present position in November, 1972. From then on I was involved with Rancho Seco in an indirect way until its completion.

I have been advised of the allegations concerning erroneous calculations and drawings that were used in building the Spent Fuel Storage Building for Rancho Seco. No such calculations or drawings were ever used O

Page 2 to the best of my knowledge or mer2ory. In 1972 we did do some calculations on the fuel storage ' pools, which were already under construction,.to analyze the cask drop accident and thermal stresses.

These calculations are maintained in our Company records. Again in 1975 Bechtel reviewed the calculations for the Spent Fuel Storage Building when the owner, SMUD, was considering increasing the capacity of the Spent Fuel Storage Pool.

Rancho Seco Cooling Tower design and seismic criteria wert established prior to *he San Fernando Earthquake. When the San Fernando earthquake occurred in 1971, Bechtel examined the data available and inspected damage at the earthquake site, with the view of determining whether the earthquake presented

  • cny data that would be of design significance for any Bechtel project. There was nothing in the San Fernando earthquake results that would change the design spectra used in the Rancho Seco design.
