May 22, 1978 I, Lawrence M. Moon, voluntarily make the following statement to William G. Albert and Owen C. Shackleton, Jr., who have identified themselves to me as employees of the U. S. Nuclear Regulatory Commission (NRC). No threats, promises or duress were used against me to make this statement. I :. ave bean advised that my statement might be used in an 1

I am a Civil' Engineer having graduated from the University of Washington.

I am licensed as a Civil Engineer in the states of California and Washington. I have been employed by Bechtel Power Corporation as an Engineering Group Supervisor since June 15, 1970.

I was assigned as an Engineering Croup Supervisor en the Rancho Seco project from July 26, 1971 L

until January 26, 1976.

I was involved with the desigt and construction of Rancho Seco auring the.

years I was assigned to this project.

I have been advised of the allegations concerning erroneous calculations and drawings that were used in building the Spent Fuel Storage Building for Rancho Seco. No such calculations or drawings were ever used to the best of my knowledge or memory.

In 1972 we did do some calculations on the fuel storage pools, which were already under construction, to analyze J

the cask drop accident and thermal stresses. These calculations are j

maintained in our Company records. Again in 1975 Bechtel reviewed the 8003260 N f

' calculations for the Spent Fuel Storage Bui1. ding when the owner, SMID, was considering increasing the capacity o,f,the Spent Fuel Storage Pool.

Rancho Seco Cooling Tower design and seismic criteria were established prior to the San Fernando Earthquake. When the San Fernando earthquake i

occurred in 1971, Bechtel examined the data available and inspected damage at the earthquake site, with the view 'c ' determining wh' ether the earthquake presented any data that would be of design significance for any Bechtel project. There was nothing in the San Fernando earth-quake results that would change the design spectra used in the Rancho Seco design.
