U Technical Specification Change Request No. 20 (Appendix B)
Replace pages 3-10,11,12,13,14, 21 and 22 with the attached revised pages 3-10,11,12,13,14, 21 and 22.
Proposed Change Change all potassium 40 (K-40) values in Table 3.2-1 from grams / unit to picocuries/ unit.
Revise the LLD's for K-40 in Tables 3.2-5 A and B; change the units of K-40 in Tables 3.2-5 A and B; delete the Total Deposition LLD's from Table 3.2-5A.
Reason for Procosed Change Potassium 40 is the only nuclide in Tables 3.2-1 that does not have values of picocuries/ unit. To correct this, a factor of 838 picocuries K-40/ gram K has been applied (1.18x104 grams K-40/ gram Kx7.1x106 pCi/ gram K-40). This brings the values of K-40 in line with the other nuclides in the table.
Tables 3.2-5 A and B have been revised to reflect more realistic LLD's than are presently required. It can be seen that if the 838 picccurie K-40/
gram K conversion factor is applied to the tables, extremely large LLD's will result and it would be possible to exceed ten times the preoperational 95 percentile value a reporting limit before the operational LLD is reached.
However, the LLD's in the tables were thought to have units of picocuries/
and in that light, they are overly restrictive. Not only can the present detection system not yield these LLD's while yielding the recuired LLD's for the other nuclides, but the preoperational values are such that more reasonable LLD's can be required without losing the sensitivity necessary to determine increases of activity over the preoperational values.
Finally, the Total Deposition LLD's were deleted from Table 3.2-5A as the State of Florida Department of Health and Rehabilitative Services performs the Total Deposition (Precipitation) analyses.
Benefit-cost Analysis of Proposed Change The changing of the units in which K-40 is reported and the deleting of the Total Deposition LLD's from Table 3.2-5A are essentially bookkeeping changes which benefit the personnel working with the Environmental Technical Specifications and pose no cost to t.N environment.
The proposed requirement of lower LLD's for K-40 will incur no cost to the licensee while benefiting the environment around Crystal River Unit 3. Any increase of activity above preoperational levels in the environment will now be detected, rather than not being required to detect activity in the environment until it had reached levels many times that of the preoperational samples.
