TECHNICAL SPECIFICATION CHANGE REQUEST NO. 56 (.PPENDIX B)

Replace pages 3-21 and 3-22 with the attached, revised pages 3-21 and 3-22.

Proposed Change Revise the Lower Limit of Detection requirements to incorporate some of the requirements of Table 2 of the Branch Technical Position issued by the Radiological Assessment Branch in November 1979.

Changes to pages 3-21 and 3-22 were also proposed in Technical Specifica-tion Change Request Nos. 3.a.13 and 3.a.14, dated July 21, 1977 and in Technical Specification Change Request No. 20, dated February 17, 1978.

Reasons for Proposed Change These changes are proposed to allow the University of Florida and the Department of Health and Rehabilitative Services of the State of Florida flexibility to initiate the procedures that will be required upon the issuance of Technical Specification Change Request No. 36 (the Radiological Effluent Technical Specification). The methodology for detennining lower limits of detection in the RETS is different than that used in the present Technical Specifications which results in several of the LLDs being greater than that presently required but lower than that put forth in the Standard Radiological Effluent Technical Specifications.

Evaluation of the Environmental Impact of the Proposed Change The impact of the proposed change on the environment is considered non-existent. The increased LLDs will not increase the activity in the environment. The increases in the required LLDs are the result of different determination techniques than those presently used and not increased releases to the environment or increased activity in the environment.

Benefit - Cost Analysis of the Proposed Change The cost of this proposed change to the environment is minimal as explained above. The benefit of this proposed change is in allowing the environmental radiological program to begin utilizing the methodologies of the Radiological Effluent Technical Specifications. These Technical Specifications are currently scheduled to be issued this year and this proposed change will allow for a smoother transition within the program.
