Crystal River Unit 3 Docket No. 50-302 Operating License No. DPR-72 Non-Applicable Technical Specification Change Requests

Dear Mr. Denton:

Florida Power Corporation has completed a review of. outstanding Technical Specification Change Requests in anticipation of completing our, Radiological Effluent Technical Specifications and in view of our recent receipt of an Environmental Protection Plan. This review has resulted in determining Technical Specification Change Request Nos. 16 (submitted December 14,1977), 20 (submitted February 17,1978), and 56 (submitted January 11,1980) are no longer necessary nor are they any longer applicable to the Crystal River Unit 3 Operating License. These changes involved'providing for the use of the term and definition for " Lower Limit of Detection"; changing potassium 40 (K40) values in Table 3.2 from grams / unit to picocuries/ unit; and revising the Lower Limit of Detection requirements, respectively.

Therefore, Florida Power Corporation requests Technical Specification Change Request Nos.16, 20, and 56 be withdrawn from further NRC review and the unused portion of the associated licensing fees be refunded.
