BCARD OUESTION "The board is not satisfied with the staff findings in the SER with respect to Recommendation 2.1.9.C (transients and accidents of NUREG-0578. The staff concludes that satisfactory progress has been made and the item is complete. SER, pp. B-10, C8-49. According to Table B-2, the analyses and procedures were scheduled for ccmpletion by early 1980. We observe that in May of this year, it was reported that "the Staff is performing a generic review of transients and other accidents in accordance with Recommendation 2.1.9 of NUREG-0578 (NUREG-0667, p. 5-26).
We expect the licensee and the staff to present evidence that the require-ments on p. A-45 of NUREG-0578 will be met and to explain the schedule for meeting those requirements. The board, as well as the staff, must have sufficient information to decide whether satisfactos / progress is being mad e. "
Resconse: The requirements of NUREG-0578 regarding transients and accident inalyses and procedures are addressed under task I.C.I of the NRC ' Action P' :n Developed as a Result of the TMI-2 Accident," NUREG-0660. Preliminary c' trifications were provided in a letter to "All Licensees of Goerating Plents and Applicants of Operating Licenses and Holders of. Construction Permits," on September 5,1980. The schedule for completion of these requirements is discussed in the NRC testimony of Robert W. Reid, relative to Board Question 5.
The NRC is reviewing the TMI-l Emergency Precedures for the non-LOCA transients and accidents, discussed on pages C6-15 and C6-16 of NUREG-0680, with regard to their technical adequacy. This review will be canpleted before restart.
