Dear Mr. Varga:

This letter will serve to clarify the applicable code edition which has been utilized for the installation of piping and related components at the Shoreham Nuclear Power Station. This clarification became advisable as a result of discussions between LILCO and N.R.C. I&E Division inspectors during routine N.R.C.

inspection visite co the Shoreham site.

The base code for the installation of valves, pumps, tanks, piping, etc. is ASME Section III, 1971 Edition including the Winter 1972 addenda. This addition of the code is established by virtue of the purchase order date for the shop fabricated piping, and is documented in Sections 3.2 and 3.9 of the Shoreham Final Safety Analysis Report.

Section NA-ll40 of the ASME III Code, however, permits the use of newe- editions of the code, supplementary addenda, and code cases in l_eu of the base code, provided that certain specific provisions as outlined in that section of the code are adhered to. Basically, these provisions require that the owner, his engineering and installation agents, and the applicable independent inspection agencies all agree that the application of a newer edition of the code, addenda, or code case is appropriate for the specific application proposed.

Long Island Lighting Company has, in'four specific instances which are delineated in the attached Table 1, invoked newer ver-sions of Code editions, addenda, and code cases in accordance with the provisions of Section NA-ll40 of the ASME III code.

Varga, Chief February 28, 1979 Page 2 These changes were reviewed and approved by LILCO, by our engineering and installation agents, and by the independent code inspection agency, Hartford Steam Boiler Company, and were incorporated into the appropriate design specifications and installation documentation at the time of their implemen-tation.

TABLE 1

1. As allowed by ASME III 1974, Summer 1975 Addenda, the requirement for 200 F preheat and PWHT of socket welds 3/4" or less with carbon content greater than 0.30 per-cent has been exempted for field fabricated piping.
2. As allowed by Code Case 1695-1 (incorporated in ASME III Summer 1977) brazing has been allowed on Class 3 piping, size 4" or less, for field fabricated piping.
3. As allowed by ASME III, 1977, the fillet / socket leg requirement has been reduced from 1 1/4 T to 1.09 T for field fabricated piping.
4. As allowed by ASME III 1974, Summer 1975 Addenda, Nuclear Steam Supply System field welds have been exempted from PWHT.
