Anticipated Transients Without Scram, BECo Response on Behalf of Pilgrim 2 Project

Dear Mr. Parr:

On January 19, 1979 you requested certain commitments from us concerning the subject of ATWS. By letter dated January 26, 1979, we informed you that we would respond to your request by February 16, 1979. This letter constitutes our response to your request.

Based upon our understanding of the three requirements in your letter, we submit the following:

1) The design for Pilgrim Unit 2 will not foreclose provision for the Supplementary Protection System (SPS) w'lich is specified as Item 1, Option (a) of your letter.
2) The pressurizer design for Pilgrim Unit 2 includes sufficient nozzle capacity to allow installation of pressurizer safety valves to meet the requirements of Item 2 of your letter. It also appears that sufficient space can be reserved for installation of the valves and their discharge piping.
3. Nothing in our design will prevent a demonstration by generic analysis of the functionability of valves needed for long-term cooling as described in Item 3 of your letter.

However, it should be noted that the final, detailed require-ments of the NRC are not known at this time, and our conmitment is based on our current understanding of NRC Staff requirements is outlined in your letter.
