Gentlemen:

-The Commonwea'.th of Massachusetts has reviewed the responses submitted by the Staff and parties to the Board's Cider Recuestine Advice on Future Hearings, dated Fe':ruary 19, 19 81 n.in..the.rabove

~c-captioned proceeding.

Cn the basis of those respons'es,. the' Commen-wealth suggests that the Board schedule one set of hearings to'take place in September, 1981,~ relating to emergency planning and the other TMI - 2 related issues which are identified for censideration.

Since there is further discovery which must take place follow ing the-Staff's issuance of'its supplement to the SER regarding emergency planning, that issue will not be ripe for-hearings much before the-other TMI - 2 related-issues.

It makes sense, from a logistical perspective, to hold one set of hearings to address all..

outstanding issues.

There is no legical inconsistency _to.thig.. _,,_

approach since emergency clanninc is itself a TMI
