Dear Sir:
In your letter of April 10, 1979, you requested by April 18 our responses to comments submitted by reviewers of the Draft Supplement to the Final Environmental Statement for the Pilgrim Nuclear Power Station Unit #2.
The short time available does not permit us to prepare and submit de-tailed responses by the April 18 deadline.
We believe it is in order for us to prepare and submit detailed responses for the following reasons:
1.
It is clear that the NRC Staff has done a detailed, compre-hensive, independent evaluation of alternative sites. There is no question that the efforts of th: NRC Staff during the past year satisfy the requirements of the Nat1onal Environmental Policy Act.
2.
Some of the reviewers cannents were directed toward actions of the applicants.
Since these comments are unfounded, we are obliged to respond and set the record straight.
3.
Some of the comments of the Attorney General of the Commonwealth of Massachusetts attempt to raise issues which have no connection with the question of alternative sites, which is the sole subject matter of the Draft Supplement.
Furthermore, some of the comments of the Attorney General appear to be based upon novel interpre-tations of NRC case law or upon wording which, although it did appear in the cited cases, is clearly quoted out of context.
