U.S. Nuclear Regulatory Commission Dr. A. Dixon Callihan Washington, D.C. 20555 Union Carbide Corporation P. O. Box Y Oak Ridge, Tennessee 37830 Re: Boston Edison Company, et al (Pilgrim Nuclear Generating Station, Unit 2)

- Docket No. 50-471 Gentlemen.

At the June 24, 1979 session held in Plymouth for the purpose of receiving limited appearances one of the speakers, Ms. Elizabeth Recko, (incorrectly identified in the transcript as Ms. Elizabeth Greco) referred to an occupational exposure incident at Pilgrim Unit 1. (Tr. 9163-9165). In response to questions by Dr. Cole the company agreed to provide the Board with information, including correspondence with the NRC, with respect to that incident. (Tr. 9165-9167).

Accordingly, we refer the Board to the following correspondence (copies enclosed) between the NRC and Boston Edison:

1) Letter from Paul J. McGuire, Boston Edison Company to Director, Region I, NRC dated December 21, 1977 containing Licensee Event Report 77-049;
2) Letter. from Ernst Volgenau, NRC to Thomas J. Galligan, Jr., Boston Edison Company dated March 8, 1978 con-taining Notice of Violation and other attachments; l I
3) Letter from Boyce H. Grier, NRC to Thomas J. Galligan, Jr., Boston Edison Company dated March 14, 1978 con-taining Inspectio,n Report 50-293/77-31;

4) Letter from Thomas J. Galligan, Jr., Boston Edison Company to Ernst Volgenau, NRC dated April 4, 1978 containing Response to Notice of Violation = ~= m an- ~

attachments; ,

( (

5) Letter from Ernst Volgenau, NRC to Thomas J. Galligan, Jr., Boston Edison Company dated May 12, 1978.

We believe that the NRC inspection report accompanying the letter of March 14, 1978 together with the Company's response to that inspection report contain a comprehensive description of the incident.

We would note that one of the individuals involved in the incident, along with his wife, has since commenced suit against the ' Company in the state court seeking damages in the amount of

$600,000 for alleged injuries. The other individual is also represented by counsel and he has threatened to bring suit as well. Because the entire matter is in litigation we are not able to comment further at this time.

We trust that the foregoing will serve to answer the Board's questions regarding this incident.

Very truly yours, l
