STAFF EVALUATICN OF INCOMPLETE ITEMS IN POINT BEACH'S FIRE PROTECTION SAFETY EVALUATION REPORT (SER)

Our initial Safety Evaluation Report for the reevaluation fire protection at the Point Beach facilities, Units 1 and 2, was issued on August 2, 1979. This SER identified in Section 3.0, three incomplete items concerning:

(1) fire brigade shift size (3.2.3); (2) fire brigade practice sessions (3.2.4); and (3) assignment of Shift Supervisor (s) as Fire Brigade Leader (s).

The licensee has submitted by letter of October 1,1979, information relative to brigade shift size, and by letter August 21, 1979, their basis for assigning the Shift Supervisors as Fire Brigade Leaders. We have evaluated these submittals and find the licensee's proposed five man fire brigade is acceptable.

The proposed assignment of the Shift Supervisors as Fire Brigade Leaders, and the proposed "two" year practice training sessions, in lieu of our recommendation for annual practice susions are not acceptable.

l Our initial safety evaluation report (SER) for the re-evaluation of the fire protection at the Point Beach facilities (Units 1 and l.

2) was issued by letter dated August 2,1979 from A. Schwencer, Chief, Operating Reactors Branch #1, Division of Operating Reactors to the Wisconsin Electric Power Company. Sections 3.2 and 6.0 of the SER identified three incomplete items concerning administrative controls requiring the staff's evaluation:

(1) fire brigade shift size; (2) fire brigade practice sessions; and (3) assign-j ment of the Shift Supervisors as Fire Brigade Leaders.

SER Section 3.2.3, entitled " Fire Brigade Size," indicated that j

the licensee proposed a fire brigade of at least four trained members to be maintained onsite at all times, whereas the staff had recommended a minimum ons'te fire brigade of five members.

By letter dated October 1,1979, the licensee proposed to maintain onsite, at all times, a fire brigade shift size of at least five members. We have reviewed this change and find it complies with our established position and is, therefore acceptable.

SER Section 3.2.4 entitled, " Fire Brigade Training Frequency,"

indicated that the licensee proposed that practice sessions be on a 2-year cycle, whereas the staff had recomended that practice sessions for the brigade be conducted on an annual basis. We have again reviewed the licensee's proposed practice sessions cycle and find it is not acceptable because it does not provide for adequate training to assure plant fire brigade personnel understanding and familiarization with the operation of the fire-fighting equipment provided and fire fighting methods. To resolve this concern we will require that fire brigade practice sessions be conducted on an annual basis.

In Section 3.2 of the SER, a number was not assigned for the incomplete item concerning the designation of the Shift Supervisor as the fire brigade leader. By letter dated August 21, 1979, the staff position on this matter stated that, "the Shift Supervisor should not be designated as the Fire Brigade Leader." By letter dated October 1,1979, the licensee provided arguments to support designating the Shift Supervisor as the Fire Brigade Leader. We have reviewed this submittal, and find the licensee's proposal is not acceptable because the licensee:

(1) has not submitted a commitment that the Shift Supervisor (s) responsibilities for the overall operation and safety of the plant would not conflict, in any way, with the responsibilities of an "on the scene" Fire Brigade Leader during a fire emergency; (2) has not assured that the Operating Supervisor assigned to supervise the control room in the absence of the Shift Supervisor has equivalent qualifications to the Shift Supervisor and meets the requirements of Section 4.3.1 ANSI /ANS-3.1-1978, "American National Standard for Selection and Training of Nuclear Power Plant Personnel;"
