DOCKET NOS. 50-266 AND 50-301 FIRE PROTECTION MODIFICATIONS REQUEST FOR COMPLETION DATE EXTENSION POINT BEACH NUCLEAR PLANT, UNITS 1 AND 2 The schedule provided in 10 CFR Part 50, Section'50.48, Paragraph (d) (2), which becomes effective February 17, 1981, requires that modifications which do not require prior approval or plant shutdown be implemented within twelve months after the date of the NRC Staff Fire Protection Safety Evaluation Report (SER).

The required implementation date for this category of Point Beach modifications would be August 2, 1980 if Section 50.48 (d) (2) is interpreted literally.

Point Beach SER Item 3.1.31, Emergency Diesel Generators Remote Panel, is a modifi-cation of this catcgory which will not be completed prior to the effective date of Section 50.48 due to extended equipment delivery.

Design and purchasing efforts have been completed for this modification.

The quoted material delivery is June 1981.

Implementation cannot proceed until the necessary materials are received.

We will complete installation of this modification at the earliest opportunity following receipt of i

l materials consistent with the Technical Specification limits for removing a diesel generator from service.

The need for the remote diesel generator panels is based upon a postulated fire in the control room.

Control room fire protection has been enhanced by modification of carbon dioxide extinguishing system nozzles, replacement of i

light fixture diffusers, addition of portable fire extinguishers, i

addition of a smoke vent system and upgrading of control room I

floor penetrations.

Taking into consideration these already

extension of the completion date for this modification.

Since it will be impossible to meet the required completion date, we request that the completion date for this modification be extended to November 17, 1981, in accordance with the provisions of Section 50.48, Paragraphs (d) and (c) (2).

The schedule provided in 10 CFR Part 50, Section 50.48, Paragraph (d) (4), which also becomes effective February 17, 1981, will require that modifications which require prior NRC Staff approval be implemented within six months after Staff i

approval is given.

Point Beach SER Item 3.1.12, Fire Detectors, is a modification of this category for which approval was given in the October 21, 1980 SER supplement.

Therefore, the specified completion date for this modification will be April 21, 1981.

We will be unable to meet this completion date.

The engineering effort required 'for the specification and purchase of a suitable i

fire detection system has been substantial.

Coordination of this modification with post-TMI modifications is desirable in order to minimize the effect of modification efforts upon plant operation.

A purchase order for this system will be issued by January 30, 1981.

Equipment and material lead time will preclude installation by April 21, 1981.

Containment fire detection can be installed during the Spring 1981 Unit 2 refueling outage and the Fall 1981 Unit 1 refueling outage.

You should note that fire detection systems already exist in plant areas required for safe reactor shutdown.

Fixed suppression systems and manual hose stations have been installed in plant safety-related areas.

Fire barrier penetra-tion seals are being upgraded.

Taking into consideration these already completed fire protection improvements, we do not believe that public health and safety would be adversely affected by extension of the completion date for this modification.

The provisions of Section 50.48, applicable Paragraphs (d) and (c) (4), literally preclude any extension of the specified completion date.

However, we request that the completion date for this modification be extended to November 17, 1981 in accordance with Paragraph (c)(2) in order to provide the time required for installation of this modification.
