ELECTRICAL EQUIPMENT HARVESTING FROM OYSTER CREEK NUCLEAR GENERATING STATION Ms. Cowan:

The purpose of this letter is to follow up on the communication dated May 31, 2019, Agencywide Documents Access and Management System (ADAMS) Accession No. ML19148A607, regarding electrical equipment harvesting from Oyster Creek Nuclear Generating Station (Oyster Creek). As stated in the May 31st letter, the U.S. Nuclear Regulatory Commission (NRC) staff in the Office of Nuclear Regulatory Research (RES) is conducting a research program to study the hazards of high energy arcing faults (HEAFs) in nuclear power plants. The NRC staff is reaching out to nuclear power plants that are in the process of decommissioning to ask if the facility has specific safety and non-safety related equipment that could be made available for NRC retrieval for this important NRC research program.

On July 30, 2019, NRC staff from RES visited Oyster Creek to evaluate the suitability of equipment for potential harvesting. The NRC staff is confirming our interest in obtaining the following equipment:

  • 4160 Volt GE Magne-Blast Type AM Switchgear; including breakers
  • 460 Volt GE AK Series Switchgear; including breakers During the site visit, NRC staff identified additional equipment that would assist in research programs to study ventilation-limited combustion in electrical enclosures. The NRC staff is confirming our interest in obtaining the following equipment as well:
  • Stator Cooling Conductivity System Cabinets (located in Turbine Basement South)
  • Two side-by-side cabinets marked "Abandoned In Place" (located in Turbine Basement South)

The NRC staff requests a cost estimate for removal and preparation of the equipment for shipment to the BSI Electrical Contractors company located in Montgomeryville, PA. The NRC staff can arrange for the transportation and storage of this equipment at any time. The licensee

P. Cowan is expected to certify the equipment is not radiologically contaminated prior to packaging and shipment of the equipment.
