Dear Sirs:

RE: Proposed Nuclear Plants -

Skagit Valley.

On July 16, 1979, Delta Municipal CouncII considered a matter of great concern ,

to the citizens of this community, and they directed that this concern be conveyed to the U.S. Nuclear Regulatory Commission and Senators Jackson and Magnuson.

This concern is about the proposed construction of nuclear power plants in the Skagit Valley. We are apprehensive o.n the grounds that a nuclear accident, which could result from either human error or an act of nature, would h. s a dramatic and severe effects on the health of the citizens of Delta and the environment. A nuclear plant built within 32 miles of Delta and near a known geological fault constitutes a real danger to us, particularly as the prevailing winds would carry nuclear contamination in this direction. Further, any major contamination of the Skagit River would,. inevitably, enter local waters and produce severe economic and environmental damage.

We are not protesting the building of nuclear plants per se, but rather, the choice of location. These plants should be placed in areas where the least effect will result if an accident occurs; and, certainly, they should be placed where very little or no effect on Canadian lives or livelihood would occur, it will be of no compensation in the case of an accident for us to say "we told *,au so". The time to act is now and that requires the location of the Skagit Valley nuclear plants elsewhere.

Yours ve g truly,
