Re: Duget Sound Power and Light Company, et al.

(Skagit Nuclear Power Project, Units 1 and 2)

Docket Nos. STN S0-522 and STN 50-523 We have noted from the transcript of the-record for Monday, July 30, 1979, pages 14156 to 14165, that Dr. Cheney in his testimony attributes certain remarks to Mr.' Albert Shott, an American locally-engaged commercial officer of the Canadian Consulate General, Seattle. So that there will be no misunder-standing, we should like to inform you that Dr. Cheney's testimony should not be construed as representing the views of the Government of Canada and tha'; the description of the authority in Canada for the establishment of export policy and prices for energy is not accurate. There are long estab-lished mechanisuis and procedures for the exchange of infor-mation and assistance between our two governments and by which the two governments may make their policy positions known one to the other.

A recent article in The Seattle Times repor te:d that the Board intends to open "the hearing to the issue of Canadian impacts." If there are questions relevant to Canada of concern to the Board, these mechansims and procedures are available.

A copy of this letter has been sent to the other members of the Atomic S~afety and Licensing Board as well as
