OF A TELEPHONE CONFERENCE CALL HELD ON AUGUST 6, 2018, BETWEEN THE U.S. NUCLEAR REGULATORY COMMISSION AND ENTERGY TO CLARIFY THE FLUENCE INFORMATION IN SUPPORT OF THE RIVER BEND STATION, UNIT 1 LICENSE RENEWAL APPLICATION REVIEW (CAC NO. MF9757)

Dear Mr. Maguire:

The U.S. Nuclear Regulatory Commission (NRC or the staff) and representatives of Entergy Operations, Inc. (the applicant) held a telephone conference call on August 6, 2018, to discuss the information contained in Condition Report CR-RBS-2018-04206 that was provided to the NRC for awareness of an error in fluence calculations associated with the license renewal application. The conference call was held to facilitate efficiency in the review by fostering additional discussions to ensure that the staff has a correct understanding of fluence information in this condition report so the staff can appropriately address the issue in the safety evaluation report, if necessary.

The conference call participants are listed in Enclosure 1. Enclosure 2 summarizes the discussions. Mr. David Lach of your staff agreed that all the responses would be formally submitted to the NRC in accordance with previously established schedules.

SUMMARY

OF DISCUSSIONS The applicant stated that an error had been discovered in the General Electric Hitachi (GEH) fluence calculation report 003N2078 Revision 1, a document used to support the River Bend Station License Renewal Application (LRA). This error was caused by two digits being inadvertently transposed in the irradiation time calculations. The error led to an underestimation of the fluence values in cycles 10 and 11. However, due to the margin built into the future operating cycles, this error did not impact the validity of the fluence values stated in the LRA, as amended. This issue was documented in RBS Condition Report CR-RBS-2018-04206.

The staff requested that the applicant formally document this issue in a letter to the NRC so it can be docketed. The staff plans to address its impact in the safety evaluation report.
