New Jersey 08038 March 11, 1983 Nuc!ear Department TO ALL QA PERSONNEL QA NUCLEAR OPERATIONS POLICY On January 3, 1983, the QA responsibilities were reassigned to improve the QA support necessary for the nuclear operating plants.

These responsibilities have been assigned to the new QA Nuclear Operations Department and include coverage of all activities re-garding engineering, procurement, operation, maintenance, refueling, and modifications. All QA personnel will be transferred to the

• site location to improve their effectiveness and efficiency.

The present QA Program addresses all the necessary requirements and commitments. However, certain elements of the program imple-mentation will require increased attention. There will be increased QA personnel involvement in the verification and monitoring aspects of the QA Program within the Nuclear Department organizations.

Emphasis will be placed on the evaluation of implementation by other organizations, especially adherence to procedures.* The QA review of engineering support activities including design changes, procurement control, and work orders will be enhanced.

An initial review of the QA Program implementation has s*hown a need to improve or issue additional procedures. This will necessi-tate a special effort on the part of all personnel to execute .the assigned tasks and become indoctrinated with the new departmental approach.

INPO, EEI, and other utilities will be utilized as sources for comparison of QA programs and methods of implementation. To further improve our program effectiveness a QA trends analysis program will be instituted to assist in identifying areas which would need improvement.
