Boric Acid Storage System Volume Less than Technical Specification Limit of 5106 Gallons CONDITIONS PRIOR TO OCCURRENCE:

Plant being cooied down to enter Mode 5 (Cold Shutdown) following reactor trip.

DESCRIPTION OF OCCURRENCE:

Following a reactor trip at 1301 hours0.0151 days <br />0.361 hours <br />0.00215 weeks <br />4.950305e-4 months <br /> on March 1, 1981, the Reactor Coolant System was rapidly borated because of two inoperable rod position indicators. This resulted in the volume of the Boric Acid Storage System becoming less than the minimum Technical Specif ic~tion requirement of 5106 gallons (70%) . Action Statement 3.1.2.8 was entered at 2245 hours0.026 days <br />0.624 hours <br />0.00371 weeks <br />8.542225e-4 months <br /> on March 1, 1981 when the volume decreased to 69% of the Technical Specification requirement.

Batching was commenced and the volume was raised to 95% (th~admin istrative limit) of the system's capacity at 2400 hours0.0278 days <br />0.667 hours <br />0.00397 weeks <br />9.132e-4 months <br /> on March 1, 1981. The Action Statement was terminated at 0550 hours0.00637 days <br />0.153 hours <br />9.093915e-4 weeks <br />2.09275e-4 months <br /> on March 2, 1981 when Operational Mode 5 was entered. This occurrence constituted operation in a degraded mode IAW TS 6.9.1.9.b.

DESIGNATION OF APPARENT CAUSE OF OCCURRENCE:

Rapid boration and the use of borated water from the.Boric Acid Storage System for makeup resulted in the minimum required volume to decrease below 5106 gallons (70%).

ANALYSIS OF OCCURRENCE:

Technical Specifications require that with the Boric Acid Storage System inoperable, restore the storage system to operable status within the next 72 hours8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br /> or be in at least hot standby within the next six hours and borated to a shutdown margin equivalent to at least 1% 6 K/K at 200°F, restore the Boric Acid Storage System to operable status within the next seven days or be in cold shutdown within the next 30 hours3.472222e-4 days <br />0.00833 hours <br />4.960317e-5 weeks <br />1.1415e-5 months <br />.
