(PP&L)

Fitness for Duty (FFD) Program under 10CFR26.

The provisions of 10CFR26 allow licensees to add substances to the testing panel, as appropriate, to reflect substances with abuse potential in the geographical locale of the facility and the local workforce.

PP&L added four substances to the testing panel in its FFD Program. A review of the testing results confirmed that discontinuing testing for the additional substances would not impede our ability to provide reasonable assurance that applicable personnel are fit for duty. As a result, PP&L has revised its testing panel to include only those substances specified in 10CFR26 Appendix'A. PP&L remains in full compliance with 10CFR26.

PP&L added Benzodiazepines, Barbiturates, Methadone, and Methaqualone to its FFD testing panel, and has been conducting tests for these substances since 1990. While there have been initial tests that have indicated use of Benzodiazepines and Barbiturates, no tests have indicated use of the other substances. In five years of testing, only two of the initial tests resulted in confirmed positives. One of the confirmed positives was a double positive, with the other substance being one required to be tested for by 10CFR26.

In the other case, the individual resigned from the company.

PP&L has determined that this change will substantially reduce FFD testing costs without affecting the performance of the testing program. If you have any questions on this change please contact Mr. J. M. Kenny at (610) 774-7904.
