SUBJECT'URKEY POINT UNITS 3 AND 4 INTERIM APPROVAL OF ALTERNATIVES ASSOCIATED WITH THE INSERV ICE INSPECTION PROGRAM (TAC NOS.

The NRC staff has performed a preliminary review of the Turkey Point, Unit Nos.

3 and 4 Inservice Inspection (ISI) Program for the third 10-year interval.

You submitted this program by letter dated September 9,

1993.

We conclude that the ISI program is reasonably complete with respect to all items required to be in the program.

Your staff has recent'ly indicated that feedback on the acceptability of Relief Requests Nos.

4 and 10 is desired by mid-April 1994 to support the Unit 3 outage.

We have not yet completed our final review nor issued our final Safety Evaluation (SE).

However, based upon our preliminary review of the relief requests, we have determined that, for the interim, an acceptable level of safety will be provided by the proposed inspections.

Therefore, the proposed alternatives described in Relief Request Nos.

4 and 10 are authorized for an interim period in accordance with 10 CFR 50.55a(a)(3)(i).

We have determined that, for an interim period, the proposed 'alternatives would provide an acceptable level of quality and safety.

We have also concluded that there is reasonable assurance of the operational readiness of the systems to perform their safety-related functions during this interim period.

The proposed alternatives are authorized for the interim period provided that a VT-3 certified visual examiner is used for the inspections of Relief Request No.

4 and a 4-hour hold time will be met prior to performing the VT-2 visual examination of Relief Request No.

10.

Since the interim approval does not represent the results of the final program review, the final SE could contain relief request denials or identify items that should be added to the ISI Program.

Therefore, you are authorized to implement your proposed program as described in your submittal with the understanding that changes to it may be necessary.

Until we complete our detailed review of the ISI program, you must comply with both the existing Technical Specifications (TS) and the proposed ISI program.

Thus, the authorization of the alternatives to the ASHE Code for an interim period does not relieve you from any of the requirements in the existing TS.

When our detailed review of your submittal is complete, we will issue a final SE of your program.

Completion of this review is expected to require additional information which will be requested by separate correspondence.

We anticipate issuing the final SE by June 30, 1994.

The staff has determined that pursuant to 10 CFR 50.55a(a)(3)(i) interim approval of the alternatives is authorized by law and will not endanger life or property or the common defense and security.

The staff has also concluded that interim approval of the alternatives is otherwise in the public interest considering the burden that could result if the requirements were imposed on the facility.

The interim approval of alternatives will terminate upon issuance of our final SE.
