REVIEW 0F REVISION 29 TO RADIOLOGICAL EMERGENCY PLAN FOR ST. LUCIE PLANT, DOCKET N05. 50-338, 50-389 d

BACKGROUND AND DISCUSSION i
By transmittal letter dated December 20, 1995, the licensee submitted Revision 29 to the Radiological Emergency Plan for 'the St. Lucie Plant.
The effective / approval date of this revision was December 15, 1995.
Accordingly, it can be seen that the licensee submitted this Plan revision to the NRC within 30 days of the effective date, as required.
The subject revision resulted from the licensee's annual review of the Emergency Plan.
This revision incorporated many editorial corrections and modifications which did not alter the meaning or intent of the affected statements.
The few substan'.ive changes that were made were readily determined to be free of negative impact upon the effectiveness of the Plan.
Revision 29 did not include any substantive changes to the EALs.

SUMMARY
AND CONCLUSION Based upon evaluation of the subject revision, the reviewer determined that all of the changes therein were consistent with the provisions of 10 CFR 50,54(q), 10 CFR 50.47(b), Appendix E to 10 CFR Part 50, and Section II of NUREG-0654.
The letter to the licensee will convey this 3
finding.
