Re: Comment PRM 50-63A Con.iideration of Potassium Iodide in Emergency Plans, Proposed Rule

Dear Madame Secretary,

Since Sag Harbor is less than 20 miles from the Millstone Nuclear Plant in Waterford, Conn., and since the NRC has refused to extend the 10 mile emergency zone to include long Island emergency planning is of extreme interest to the residents of the East End.

I waat to urge that the emergency planning regulation be amended t, REQUIRE the availability of potassium iodide (KI) for the public in the event of nuclear accidents. The regulation as it is new worded... " the proposed rule would require that CONSIDERATION shall be given to include potassium iodide.." has no teeth and must be changed.

The nuclear -industry should bear the cost; government agencies should base the responsibility of seeing that potentially effe:ted communities have local stackpiles of potassium iodide. NRC's announced. plan for regional stockpiling should be amended; local stockpiling is necessary to make the distribution of KI possible in an emergency; K1 is not effective after six hours it must be stockpiled in schoc!s,hospita?s, tire, police and other municipal centers. I There is no reason why the NRC should not make these changes. Yocr mission is to b protect the public's health and safety. Please con!! der the people of Long Island who are not protected and who cannot, given our topography and highway system, evacuate in abe case of an accident at Millstone. s i
